How the number was made
The level: each state's goods vehicle registrations from July to September 2026 times the ratio October to December has borne to July to September in 2022 to 2024 (2025 left out: the GST cut of 22 September 2025 lifted that quarter). The tilt: a fifth of the state's lead over India in e-way bills generated over the latest twelve months GSTN has published. The band: wider than the method's misses in the quarters before. Counted from VAHAN's public counts, one catch-all office left out.
